SEC launches Green Bond Guidelines

The Security and Exchange Commission (SEC) has launched its 2024
industry Green Bond Guidelines as part of the effort to provide a
comprehensive framework for the safeguard of green bonds to leverage the
country security market under the theme “Green Bond Guidelines”.
The guidelines were ruled out by SEC under the auspices of the International
Finance Corporation with support from the International Capital Market
Association to facilitate investment in projects which addresses climate and
environmental issues through green bonds.
It was funded by the Swedish International Development Cooperation Agency
and Swiss State Secretariat for Economic Affairs to develop domestic green
securities market for a robust and efficient security market in the country.
Speaking at the launch in Accra, the Director General of Security Exchange
Commission, Reverend Daniel Obarmey Tetteh urged players in the security
market space to embrace the guidelines in their respective operations.
He thus challenge actors to initiate products to enhance the capital market
particularly pension funds to incorporate products in their investment portfolio
as well as asset allocation.
According to him, the move will enable SEC to explore more into the operation
of the International Finance Corporation (IFC) to have insight to enable the
commission come up with an in-depth framework and reference for the
Ghanaian market.
Mr. Sampson Akligoh, the Director of Financial Sector Division (FSD) of the
Ministry of Finance said the guidelines will help and bring to bear green
securities market and transparency as well as integrity through an efficient and
credible market.
He said government have made tremendous progress in the development of
high quality public sector green bond issuances and will be promoting also the
establishment of an International Financial Service Centre (IFSC) to support
the country as the gateway for international finance geared towards the
development of carbon debt and green finance in the West Africa sub region.
