The Ministry of Gender, Children, and Social Protection (MoGCSP) has initiated efforts to develop a National Social Protection Shock Response Strategy (NSPSRS), beginning with an inception meeting held with key stakeholders
The meeting sought to review and adopt the inception report, setting the stage for the next steps in the strategy’s development
The inception meeting also provided a platform to officially introduce Dr. Ofei Aboagye, known for her extensive work on the National Social Protection Policy, who will guide the team through the formulation of the strategy.
Speaking on behalf of the Chief Director Dr. Afisah Zakariah, the Director of the Social Protection Directorate, Madam Francisca Abena Atuluk, emphasized the Ministry’s commitment to creating a robust framework to effectively respond to social protection shocks.
She underscored the need for a comprehensive approach that ensures timely support for vulnerable populations during crises.
“This exercise has become imperative as Ghana strives to strengthen its social protection systems to anticipate, prepare for, and respond to shocks in an effective, coordinated, and timely manner,” Madam Atuluk stated.
She noted that climate change has become a significant threat to both natural and human systems, affecting the country’s physical environment and socio-economic stability.
“Ghana is not exempt from these effects, having experienced volatile rainfall patterns, heatwaves, fire outbreaks, and flooding, which impact approximately 45,000 Ghanaians each year, with droughts affecting 13% of the population,” she added.
Madam Atuluk highlighted that the development of the National Social Protection Shock Response Strategy is crucial for guiding the preparedness, management, and responsiveness of social protection programmes. “This will help mitigate the impact of shocks on affected individuals and society at large, which can be devastating, with ripple effects on health, security, and livelihoods,” she said.
The development of the strategy represents a significant step forward in realizing the Ministry’s vision of enhanced social protection interventions, aligning with the Ministry’s roadmap for building a more resilient and inclusive socio-economic environment for all Ghanaians.
